India–EU FTA: Carpet Sector Seeks Zero-Duty Access to Boost Exports and Protect Artisan Livelihoods

The Indian carpet sector, a labour-intensive industry providing livelihoods to lakhs of rural artisans across the country, has renewed its demand for comprehensive zero-duty access to the European Union under the proposed India–EU Free Trade Agreement (FTA).
At present, India’s carpet exports to the European Union exceed USD 300 million annually, making the EU one of the most significant overseas markets for Indian handmade and machine-made carpets. However, persistent tariff barriers continue to undermine India’s competitiveness in the global market, despite the sector’s strong heritage base and skilled workforce.
The Carpet Export Promotion Council (CEPC) has consistently raised the issue of tariff elimination during the ongoing India–EU trade negotiations. According to industry representatives, zero-duty market access is crucial to ensure a level playing field for Indian exporters, particularly when competing with countries that already enjoy preferential trade arrangements with the EU.
Industry experts note that the carpet sector is deeply rooted in traditional clusters spread across Uttar Pradesh, Rajasthan, Jammu & Kashmir, and other regions, where weaving remains a primary source of income for rural households. Any improvement in export conditions would directly benefit weavers, artisans, and small manufacturers, while also strengthening India’s presence in the European market.
As negotiations on the India–EU Free Trade Agreement move closer to conclusion, stakeholders have expressed hope that the leadership of the Hon’ble Prime Minister will ensure a favourable outcome for the sector. Securing zero-duty access for all carpet products, they say, is essential not only for safeguarding traditional craftsmanship but also for expanding exports and enhancing India’s global trade footprint.
The carpet industry believes that a positive resolution under the FTA could serve as a catalyst for sustainable growth, increased employment, and long-term economic stability in rural and artisan-driven regions of the country.
